    TEAM LEADER - NEPAL RENEWABLE ENERGY

    Project description:
    DFID is seeking a supplier to help build the capacity of the Government of Nepal to lead and deliver the National Small Scale Renewable Energy Framework (NSREF). The supplier will also directly deliver a programme of activities in line with the framework.
    The supplier will deliver outputs against four objectives:
    • Build the capacity of Government of Nepal to lead and manage the NSREF. The Alternative Energy Promotion Centre will be the main entry point but other relevant institutions may also be considered (such as regional offices, the Ministry of Energy and the Nepal Energy Authority).
    • Strengthen the capacity of Central Renewable Energy Fund to enable it to manage and spend climate finance. Within this objective the supplier will transfer up to £1 million to Central Renewable Energy Fund in order to pilot spending mechanisms.
    • Directly deliver programme activities related to: (i) demand for renewable energy; (ii) supply of renewable energy technologies; and (iii) finance for renewable energy.
    • Generate and share knowledge and research in relation to Nepal’s renewable energy sector. Develop networks of partners working in the sector and facilitate knowledge sharing and learning.
    Academic Qualification required:
    • Demonstrated experience in leading projects that incorporate one or more of the following cross-cutting approaches: Institution building, Promotion of Off-Grid Renewable Energy Products, Business Enabling Environment, Market Awareness, Access to Finance, Climate Change Adaptation, Policy Reform and Private Sector Development;
    • A minimum of 7 years relevant experience with specific experience managing large DFID-funded programs;
    • A postgraduate qualification in Economics, Finance, Development or equivalent;
    • A background in managing large teams of experts in the fields of finance, renewable energy, policy and market delivery mechanisms across multiple geographies;
    • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organisations and partners;
    • Demonstrated ability to establish productive, collaborative relationships with counterparts;
    • Proven track record in leading programmes that promote renewable energy, and understanding of political economy analysis
    • Results orientated and commitment to accountability and value for money;
    • Experience working in Nepal/Asia is essential
    • Excellent communication (written and oral), reporting and presentation skills; and
    • Fluent in English.
    The role and key requirements:
    • Provide leadership, coordination and strategic direction setting for the full programme;
    • Lead and coordinate a team of technical advisors to develop and enhance the program's implementation plan and standards;
    • Member of the Steering Committee and representing the consortia and programme externally;
    • Overall management of resources allocated to the project;
    • Responsible for the implementation of project activities and financial management;
    • Manage the overall programme set-up, including structuring of a challenge fund for
      NGOS and business for off-grid renewable market development, coordination of Technical Assistance (TA) to businesses and institutional strengthening;
    • Manage strategic relationships with DFID, donors, host country governments, industry factors, business partners and consortium members;
    • Monitor and ensure performance of the programme and ensure that all milestones are met according to donor requirements, develop mitigation plans to reduce setbacks and take corrective actions to remedy any deviation from work plan(s);
    • Account and report to the donor, DFID and consortium partners on programme performance;
    • Accountable for the delivery of programme outcomes and oversight of high quality outputs;
    • Identify follow-up funding for leveraging the project and coordinate partnership possibilities and business development;
    • Work with ministries, private sector and relevant experts to promote policy, regulation and investment to deliver new product offerings;
    • Provide technical guidance, oversight and quality assurance for all programme activities, outputs and deliverables;
    • Responsible for the implementation of project activities and financial management;
    · Securing high level political engagement and buy-in for the programme;
    • Promote networking and knowledge sharing amongst key stakeholders and programme work streams.
